Special: As Mayor, Zane is the primary person in tune with the city's mythal and knows the rituals that allow him to attune others to it. This also grants him extra abilities with the mythal that others cannot use.
Founding:
Lustria was founded in the fourth age when a group of adventurers, following a divinely inspired quest, put together pieces of a puzzle led them to the location that eventually became the foundation of the city. They then defeated the inhabitants of that city and tracked down powerful magical ingredients that were used in casting the powerful magical spell that formed the city's mythal. This Mythal is what enables the city to fly, regulates the weather, and has many other beneficial effects for the city. It also prevents flying and teleportation in the city, prevents the use of fire spells within the city, allows the citizens the use of the 'extinguish' spell to put out fires, and provides benefits for Lustria's non-traditional constabulary. There is no temple district in Lustria, as the city is holy to Zivix, and the only temple belongs to him.
Lustria is founded with the idea of commerce and entertainment in mind, and as such is not a member of any empire or confederacy, but is more than willing to broker trade with anyone. There are no regulations on what may be bought or sold and any business venture is welcome. There is elegant housing for those with the gold to spend, especially around the rim of the city that affords a fantastic view. Gambling is at a premium and there is both an arena and a circus for those with a different taste. Different vices are also catered to, as well as information and potentially mercenary contracts.
Since flying and teleportation are not permitted in the city, there are docks located at the four cardinal direction points that extend past the boundary of the mythal to allow access. There is no militia, instead the city is patrolled by the Constables, a selected group of individuals, mostly rogues, that are tasked with insuring that business runs smoothly. Business owners pay a premium when opening their establishments to insure that they are allowed to operate without complications that could occur from other than normal business practices and the Constabulary enforces this and the one other rule of the city. No fighting in the streets. Any fighting in the streets and damage of city property is grounds for immediate dismissal from the city; not a pleasant prospect when high in the air. Fighting also includes assassinations. These must all be preformed privately as management does not want the streets littered with corpses.
Current:
Many of Lustria's structure are built but there is more room for building as more business/operations move to the city. In the current timeline the city hovers near the docks of Hearthome and is assisting, not altruistically by any means, with the high levels of refugees currently in residence due to Lark's advances and the state of the war. Once things have settled the city will travel from metropolis to metropolis offering its wide array of goods and services.

There are a some features to the mythal of Lustria that are very obvious, and some features that are completely secret. This list contains all the effects, broken down into the prevalent effects that everyone knows, the effects at the operator tier, and the command level effects. Effects that are not know for sure, but may be guessed by those that have lived there for a while with the proper Knowledge check or Gather Information check will be marked (*), although some of this information may be purposefully inflated or misdirected. Those that are absolutely secret will be marked (s).

This does not apply to chests, lockboxes, etc. that are brought into the city but does apply to doors that are installed into existing city framework. (s)
