Efforts recently lead by Val'ruuk Unizar, Shazar'saul Unizar, Delissa Unizar, and myself led to the discovery of an unique way to utilize the product of an ancient diabolical ritual known as distilled pain. Further research into the findings of our esteemed colleagues has revealed to us that it is within all possibility to effectively create a scenario in which the creation, harvesting, processing, and storage of distilled agony could be mass produced as a power source for the empire. I don't like conjecture, as I am a naturally suspicious person. However, my sources has it that our Lord Cyian is personally vested in this project. Which means this project is likely to be fast tracked by Kaz'ryn regardless of the opposition. If we could be sure of this, it would create a opportunity for us to quickly deliver this motion to calculate an accurate head count of support we enjoy. While we incur political capital by spearheading this project which fate may already be sealed, at no relative cost to us. I would never be so bold to try and exploit your personal relationship with Kas'ryn and our Lord Cyian, but I'm sure you can agree administering a project of this size, scope, and nature could only be considered a boon in regards to clout and legitimacy to your newly formed House. If you can validate this claim, It is my intention to execute the motion for approval for the City of Sorrows project in the next session of the High Council. Your Imperial Majesty and fellow council members. As research into the physical and magical requirements for the City of Sorrows project seem to be reaching the point of tipping from ambitious theory into credible application, I believe it is time discuss more than just funding for the project.
Having discussed the project at length with my colleague and fellow Consul D'varn Doth'Dakar, he and I have each dedicated manpower to scouting appropriate locations for the project. Enclosed is a small listing of our findings. The locations include 3 potential sites within the Western Eros, 2 in the Southern Harp, 2 in the Eastern Expanse, and 1 in the Kingdom of Doth'Dakar. Beginning estimates of manpower, materials, and transportation to and from costs are included for each location as well as potential local threat analysis and risk factor evaluations.
I have also spoken to Ca'chorek, Guildmaster of the Bulwark Engineers Guild. His design of the new defensive walls being constructed around Lotus is inspired. I have asked him for preliminary designs for an effective and efficient prison/slave processing center. Though he does not know the full import of the design, I have assured him that if the Emperor and the rest of the council approve the design, he will be tapped for the construction contract. Thus far, I have found him to be both remarkably skilled and ruthlessly efficient.
On the funding aspect, The Western Eros, House Del'Thiir, and The Del'Thiir Mentalist Academy will all be making financial contributions to the project.

The Lady Kari-Shassa-Telan has successfully created a stable, long term magical effect whose area covers an entire city. She has coined the term "Mythal" as a name for this highly advanced and powerful type of enchantment. She believes that, though extremely complex, this new Mythal may be a better solution for the City of Sorrows project than Artifact creation.
Stillmist, Capitol of the Undead Kingdoms, has been cloaked in an incredibly powerful, yet permanent field of layered enchantments, due to this Mythal. Spells and supernatural abilities that make use of Positive Energy no longer function within the borders of this field. Several minor magical abilities are available to the general (Intelligent) populous and several more potent ones are available to those specifically attuned to the Mythal. The Mythal has many effects and The Lady Kari's research strongly suggests that the exact effects one could choose to put into a Mythal are numerous and varied.

With all the houses following your inspired lead by matching equivalent monetary bonds, resources, and support. I am prepared to offer our Lord Cyian's and the Emperor's blessing to you and your house with the administration of this project. To that end, the preliminary site in the Kingdom of Doth'Dakar has been chosen. I have taken the liberty to request the Capitoline vaults be opened immediately for an advance on the promissory notes so generously offered by our compatriots, so that initial construction may begin forthwith.
The preliminary designs you have prepared with Ca'chorak will suffice until I finalize my research efforts with Lady Kauri the Chosen of Chal-Tsu, Hal'lo Tehp Turmensur, Nastime Doth'Dakar and the Unizar twins. You can expect coordination with my offices with updates to any preliminary site requirements we may need to include or amend.
Business aside I must say, I was genuinely impressed on your ability to so quickly lay claim to the support needed for such an immense undertaking, especially with the minuscule amount of details on the exact nature of the project. It would seem that all things politic and persuasion suit you. You have become the subject of much conspiracy and speculation from my proselytizer core, and now are referred to as "the drow in sheep's clothing."
